When making niboshi, fresh anchovies are cooked in seawater (or water with salt added), but by cooking them in fresh water, the salt content is reduced. Anchovies grown with the bounty of the Seto Inland Sea have soft flesh and a mild flavor. You can eat the whole thing, from head to tail.
